Traditional light bulbs will be phased out in the 27 countries of the European Union beginning Tuesday. Shops will no longer be allowed to buy new incandescent light bulb, but they will be allowed to sell their remaining stock. Europe is replacing the bulbs as part of its plan to cut greenhouse gas emissions 20 percent by the year 2020.
