Starting Thursday, airline passengers stuck on the tarmac will have some redress. A new federal rule requires airlines to give passengers the option to exit the plane if it's still on the tarmac three hours after leaving the gate. Airlines face a hefty fine of $27,500 per passenger for failing to comply.
